I do believe those things count the traffic going in wither direction to get a figure on road use. Department for Transport and Universities use the numbers for various things.

They can measure speeds (but not prosecute) and count traffic flow. I believe the cameras are to discourage theft/vandalism.

If they use them for average speed on the road with the view to reduce the speed limit based on the 85 (?) percentile rule, it is self fulfilling as everyone slows down when they see a camera and some sort of equipment on the road ...
