Parking ticket, stick or twist
Discussion
No doubt been done to death, got a parking ticket outside my house due to the permit falling out of the screen- permit is valid. Made the standard informal challengw to serco (hounslow councils preffered collection agent) and challenge rejected.
Do I stick and pay the reduced fine of £55 or do I apply for a formal challenge with the risk that I will have to pay £110 if not upheld? I get the impression that serco are protectimg their revenue by scaring punters with the last part.

Try a PATAS appeal, you should have received a form with the rejection letter. If a valid permit was in force, albeit not visible, you were still entitled to park in the space. I've had a similar appeal upheld for this earlier in the year.
For the sake of 15 minutes of filling out in, it's worth a try.

Hm. Id go with the general rule:
If it says "XXX Council" on the ticket just pay it well its cheap. If it doesnt then ignore. If they send anyone out to collect, request proof of driver identity.
This advice is out of date. Do not ignore. Write an appeal if rejected appeal to POPLAIf it says "XXX Council" on the ticket just pay it well its cheap. If it doesnt then ignore. If they send anyone out to collect, request proof of driver identity.
Appeal to the Head of Parking Services asking them to show a little discretion. Give proof that you had a permit, it had simply fallen down whilst you were not in the car. It happens with the weather being so hot.
Appealing to someone in charge worked for me with Brent when I made an error on pay by phone parking (paid for my car whilst using my wife's).
He said said that they'll cancel the ticket the first time if an error is made but any future tickets would stand.
Initially the agency and even one of the managers were adamant that it had to be paid so I went directly to the head of parking services.

Thanks thus far, below is a copy of the reply I had yesterday if that helps.
Thank you for writing to us regarding the above Penalty Charge Notice.
We have carefully considered what you say but we have decided not to cancel your
Penalty Charge Notice.
There is a sign where you parked that explains that the bay you parked in is for people
with a resident's permit.
You were given a Penalty Charge Notice for parking without a resident's permit that was
both valid and clearly displayed. Even if you have a permit, you have to display it so that a
Civil Enforcement Officer can see all its details.
Before giving Penalty Charge Notices, our Civil Enforcement Officers check for any
parking items displayed and record the details. The Civil Enforcement Officer saw no
permit. This can happen, for example, when people forget to display permits or when
permits fall off windscreens. It is unfortunate if this happened with you, but a permit is only
valid if it is displayed so that a Civil Enforcement Officer can see all its details.
You have these choices:
• You can pay the discount charge of £55.00 if your payment reaches us within 14 days of
the date of this letter.
• You can pay £110.00 within 28 days of the date your Penalty Charge Notice was issued.

• As you have made a challenge (informal representation) you can still make a formal
representation against your Penalty Charge Notice by using a Notice to Owner form. The
vehicle's owner will automatically receive the form if the Penalty Charge Notice has not
been paid within 28 days of its issue date. If you decide to make a formal representation
against your Penalty Charge Notice, please do not write to us again but wait until the
Notice to Owner form arrives. When the form arrives, it will be too late to pay at the
discount rate. The form will guide you through the representation and/or payment options.
Should you make a representation that we do not accept, there is a further option to
appeal to an independent parking adjudicator at the Parking and Traffic Appeals Service.
This will be explained in our response to the representation. You must go through the
process of making a formal representation with the Council before exercising your rights to
appeal. This will enable the independent parking adjudicator to determine whether your
case has been considered fully by the Council.

OP,
Did you pay?
The missus has now got one of these and not sure how to play. (Honestly) never knew you couldn't stay any longer than 2 hours. We're in Scotland if that makes any difference?
Residents' parking and displaying a permit only allows two hours? Is that normal in Scotland?Did you pay?
