My father park with his bumper touching another car, the person ask him to pull forward, he did this
Later the police arrived and said he had refused to give his insurance details, he replied he had not been asked
The police told him he must give them to the owner of the other parker car
Booth cars are unmarked

Surely "Give him your insurance details" = problem resolved?Later the police arrived and said he had refused to give his insurance details, he replied he had not been asked

RTA 1988 Section 170(1)(b) - damage is caused...
If there was none there is no requirement.
Otoh, if there was damage, why did the the third party not ask per Section 170(2)
You state that both cars were unmarked. Is the third party now alleging otherwise?
If there is some it begs some questions.
How come neither of you noticed it at the time?
Did it occur subsequently and the TP is trying to scam you for it?
I have had the latter happen to me - an alleged supermarket car park scrape.
Unfortunately in my case the TP made a fatal error.
There were minute traces of blue paint on his car and mine was red.
It turned out that his o/h was driving and had misjudged a gap on the way to the store.
She hadn't wanted to 'fess up and only picked on me because my daily hack was parked next to her!
The paint discrepancy did for her. Her story was a complete fabrication.
