Seen on the M25 this morning...

Between 15 & 16 at around 9:15 am, some poor soul in a 911 was doing less than 30 mph on the hard shoulder, then inside lane where the shoulder disappeared, being tailed / protected by a fully marked up police X5 with all the lights on. They were definitely going consistently slowly and not getting back up to speed after a road side "attitude test".
I just wondered why plod would do this and not have the car towed if it couldn't keep up with traffic. I know there's no statutory minimum speed on our motorways, more's the pity, but surely if the car is not fully serviceable or the driver not up to driving it "normally" either through experience, qualification, health or insurance then isn't the safer thing to do wait for a tow truck?

I wonder if it was being driven by a policeman, with the previous driver in the back of the X5.
As you say - drink/insurance/licence - some reason why the driver can't be allowed to continue. But, no, it's not safer stationary on the shoulder. Drive it calmly and sensibly to the next junction, and wait for the tow truck there.
Could be the tow truck was some distance away. It's much safer to move the vehicle to the next junction/services even if at slow speed. The risk of an accident whilst static on the hard shoulder is quite high as people just stare at a police car and lose concentration or even worse, see a police car and get excited, they then scramble to find their camera to take a photo and can swerve off course. It's happened many times!
Also sat in a police car on the hard shoulder with lights on causes tailbacks on both carriageways as drivers slow to watch what is happening.

Years ago, thanks to a combination of various events, i ended up riding a moped at 30mph along the hardshoulder of the M27 . Was escorted by the police rather than recovered till i could get off again at the Services.
They figured it was safer to get me off the motorway slowly, rather than standing around waiting to be squashed by a truck.
