Just got lumbered with one of these things today 
. This was for June 15th, on my way back from Le Mans! Can't for the life of me remember if I paid it or not after all this time, so better pay up before it all gets out of hand I suppose. Isn't there a time limit on this sort of thing?
Question. The gov.uk website, once I've put all the details in to pay the fine, will only take £2.50 off me. There's no way of paying the £35.00 penalty. Any suggestions anyone? You'd have thought that there maybe a helpline or similar! I've sent a message through their system, but by the look of the time it took to send this, I'm not hopefull of getting an answer back before the 14 day period of discounted fines.
What they could really do with is a little man in a booth who could take a couple of quid off you as you go through.

There was certainly a stay of grace on the fine when they initially went 'booth-less'. Because they daftly use the same logo as the London Congestion Charge, which I autopay, I ignored it. The PCN arrived (both ways) detailing what the fine should be, but only requesting the toll charge if cleared within 14 days. The PCN also stated that it was a short term exception and in future the fine would apply.I'd be amazed if a first time contravention now didn't get a fine, but if the offence date is months old like the O.P. says and the PCN arrived by myopic carrier-pigeon it might fall into the grace period if it was a first-time offence.

Like the congestion zone then , I went down last year, years ago I remembered seeing a big red C on the road indicating you were in the congestion zone but didn't remember passing one so I thought it's all ANPR , there must be somewhere you can check.No there isn't , the only check is when they send you the fine because they don't get everybody on camera so they want to to pay even if you're not sure.
I was reading on a courier forum where a guy took a wrong turning, reversed round a corner into a congestion zone street and got a £130 fine for not paying within 14 days because he went on holiday without realising
Curiouser and curiouser! There is of course a number on the notice, duh. So I rang it this morning to be told, by computer, that there is nothing outstanding on this notice. So that's it, settled - £2.50.
But hang on, my parents, being reluctant to use internet banking etc.., would have happily(ish) sent a cheque in the post for the £37.50. That can't be right.
What a pantomime! So my advice is to pay a PCN by telephone. Far quicker, simpler and less time consuming!

Talked with a bailiff about this the other day. They dont seem to have rolled out the full penalty regime yet, the numbers they are predicting are frightening, maybe they are trying to get them down to manageable numbers first.
Wont be long before we have to register for autopay for car tax and that will be used for tolls, speeding, parking etc!

Ahh you mean the standard "charging" symbol not the 'London congestion charge symbol'.The powers that be decided "c" should be a generic "charge" symbol rather than use a "T" or "Toll" as supposedly Toll and charge mean the same thing.
So your "c" is nowt to do with the Congestion charge it may just have been the 1st place it was used. Expect to see it about more if the new Tsrgd regs 2015 are actually published in 2015

Their system is so unreliable it would cost them a fortune at the moment. I still get charge notices, almost weekly up until last month, my car is registered and it's even recorded on my tag having paid for the crossings but for some reason they keep generating charge notices. They know there is an issue & there must be a note on my account as I no longer have the argument of I' have paid', well the charge notice indicates you haven't!
