Seen outside work today. I was wondering if the red car is parked legally?

Public, the end of a road in a T shape outside offices.

Probably illegal. It would however be down to your local council to enforce and they may be able to provide a better answer.

Assuming the photo is one side of the "T" it looks like cars are only allowed to park against the kerb without yellow lines which they are so all cars are legally parked. It would be better to have a photo of all the "T" road to see the situation more clearly.

Are vehicles permitted to park at right angle to the kerb where there are no specific marking to so do?

They're all parked incorrectly IMO, trying to get 3 spaces out of 2.
Cars are allowed to park along the bit with no yellow lines and that leaves enough space for people to manoeuvre.

As for the Red car, it is parked more on the yellow lines than it is on the clear bit.

Does it really matter? Is it doing anyone any harm?

Not double yellows anyway perhaps.

Paint towards corner appears to have deteriorated to the point where it no longer looks like examples in Highway Code.
