Probably a really stupid parking question
Discussion
I appreciate this is probably a daft question but husband and I have a different interpretation of this sign.
In a nutshell, I work in a school (typical new build, nowhere near enough parking). I'm fortunate to live within a 15 minute walk away so it doesn't usually affect me but very occasionally I need to go straight to my 80 year old Mum (Dr's appointments etc) who I also care for, so taking the car would be useful to save time.
There are single yellow lines all around the school boundary, no houses there so nothing to block or disrupt, just the railings of the boundary. Nobody to upset and this is a 'transported' school so no parents picking up and dropping off.
Today I noticed this sign:

My understanding is, as I work from 12 noon to 2pm I can park there legally. Husband seems to think I can't park on a single yellow at all.
Who's right?

Thanks guys.
I could park a bit further up the road but it's more residential and I don't really want to upset anyone (even though it's literally once a month) so would prefer to park on the boundary.
I'm happy to carry on walking but sods law usually has a hospital appointment for Mum straight after work.

You.
But the sign is wrong the circle should ahve a no parking type sign, thereforesome smart arse could park there get a ticket and challenge
Whatever one's opinion on the subject it does not alter the fact that the highway authority is under a duty to provide and maintain signage which can't be misinterpreted. If near a single yellow line, I would read that as no parking between 8:30-9:30am and 3:00-4:00pm - fine at any other time.
Is the right answer. OP, you are right and your husband is wrong. You can park on the single yellow line between 12 noon and 2pm without fear of a ticket. The hours on the sign are clearly intended to prohibit parking at the beginning and end of the school day. I'm guessing your job involves catering.
It's no wonder so many people risk getting parking tickets if they don't fully understand signage and road markings.

Thanks Red. I've never had a parking ticket (never brave enough to park if I'm not certain) so just wanted to be 100% sure. OP, you are right and your husband is wrong. Not catering btw, more assisting the ones with severe AS for a couple of hours. Great job actually, very rewarding. It's a shame when they built this amazing space for them they didn't consider the staff that need to be there for it all to function.

A blue circle with a red border and bar is no waiting.
This includes parking or 'waiting'
A similar sign with red cross is no stopping i.e. a clearway.

OK to park at any other time.
