Yellow box penalty - do I need to mention to insurance?

Answer the questions exactly as asked. e.g. do you currently have any points on your licence? Have you ever been refused insurance? Have you been fined for a yellow box contravention within the last 3 years? etc.
The questions are worded like: 'Have you received endorsements, convictions, penalties, bans'I was unsure whether this counts as a penalty

They're not that vague - they're phrased something like 'Have you any motoring convictions, driving licence endorsements or fixed penalty points within the last 5 years?'As others have said, just ensure you answer any questions honestly.

As above, if I get caught in a yellow box and fined, does it need to be mentioned in an insurance quote? Doing the quote online, hence can't ask an insurance person at the moment
Certain moving traffic contraventions (YBJs/bus lanes/etc) are dealt with by LAs under the decriminalised enforcement system. I really can't see any insurance company being interested in these. They want to know about things which attract penalty points. Admiral Group insurers also ask about SACs, many (most?) others don't.If you have any lingering doubts why not ask the insurer before proceeding with the online quote? My bet is they will say no, they don't need to be declared.
