I do agree with nabbing drivers for hazardous parking whilst they sledged, but what is the offence exactly as there are no yellow markings and its not a clearway etc - is it obstruction? I also though coppers couldn't issue parking tickets anymore - they couldn't for a car across my drive on double yellows once!

You can't park if there is a solid white line down the middle of the road, but eyeballing the pic it looks like a broken line, maybe with hazard spacing. Perhaps it was a general "causing an obstruction"

Nearly all parking offences have been de-criminalised (in 1991?) meaning it's the responsibility of the Local Authority, not the police. This includes the double-yellows you talk of.

The only ones, IIRC, which remain are for where there is danger / an obstruction.

The A470 is a major route, not just a little side road. I can easily imagine absolute _chaos_ being caused - and the article does say...

Some local journo said:
Police said the number of parked cars caused officers to be delayed as they raced to a traffic collision...
plus

Some local journo said:
Meanwhile James Morgan wrote on Facebook: “I think people are missing the point here. The roads were impassable.

“It was bedlam there - hundreds of cars parked on grass verged for miles. It made access for emergency vehicles impossible.”

Alex Staples said: “It was mad there, the parked cars were not so much the issue, the stupid people getting out of them and standing chatting in the middle of the road were far more dangerous.”
...which kinda suggests that this idiot and his ilk had brains firmly in neutral as ever...

Some local journo said:
Tom Martin, 30, said he was “astounded” to see rows of cars with yellow parking tickets plastered on their windshields.

“I couldn’t see anything telling people not to park on the side of the road and there were hundreds of cars there by late morning so it would’ve looked like a legitimate parking spot to people passing by,” he said.
And as for this bit...
Some local journo said:
Drivers were forced to abandon their vehicles on the roadside after the visitor car parks overflowed.
No, they were not "forced" to do anything... They could have NOT PARKED THERE AND GONE SOMEWHERE THEY COULD PARK WITHOUT CAUSING CHAOS ON A MAJOR ROUTE...

Oh, and to give an indication of what that road's like...

I live relatively close to here. A470 is a major route but this section doesn't have a huge traffic flow. I actually passed this section of road at the time when these cars were committing the "offence" and I see no issue with the parking at all. The flow of traffic was not slowed one bit. I'd be fuming if I was ticketed. Not sure how these were legally ticketed when parking on zigzags here seems acceptable?!

That's explained above.

They weren't ticketed for parking, they were ticketed for obstruction.

I cant see why you dont see that as an issue mate - normally a 40-50mph corner on THE main road north to south. Then add an Iceland artic either way...!?

Any driver approaching that lot would simply slow to an appropriate speed. Whats the issue if you can actually drive with a degree of competency ?
This though.....

"Police said the number of parked cars caused officers to be delayed as they raced to a traffic collision, and began so handing out fixed penalty notices."

Really ?

Exactly the same thing happened at top of Macclesfield Forest last weekend. Locals had already been complaining about restricted access for themselves and emergency vehicles because of poor parking by visitors to what actually is land owned by NW Water. Blue parking signs went up recently accompanied by marked parking bays. These are largely ignored, as is the paid main carpark (3hrs/£1.50). Sledgers cars blocked the top road, ruined waterlogged verges and invaded 3-4 (barbed-wired and with gates locked) privately owned fields of sheep with their screaming offspring, sledges and dogs. Complete carnage ensued while the sheep cowered at the bottom of the fields. I'm amazed no dogs were shot, farmers round there are not normally so tolerant. Worst and most selfish parking I've ever seen, and these people had been repeatedly warned in the press and with new roadsigns.

Not sure about Wales butin Scotland police are allowed and do issue parking tickets. No traffic wardens in Scotland and Parking Attendants only exist in cities until legislation is approved to allow local councils to use them. But because of cutbacks, police have no time to issue parking tickets unless vehicles cause an obstruction. Hence, parking outside cities in Scotland is a bit of a free-for-all at the moment!

Yes. Really. Look at that picture again. The point about emergency services rushing to an emergency, is that it's an emergency. How are those cars going to move to the side/pull over for emergency services when there are obstructions either side? I can very much understand that slowing them down en route to a collision/any other emergency. What about Fire engines? You think they could squeeze their way through there too?

Article headline should read:

Over 100 Inconsiderate Motorists Fined for Obstructing a Road.

With an article that reads something like:

Yesterday over 100 motorists that obstructed a road so that they could park to go sledging have had fines issued by the police. Despite protestations from the motorists the police have stood by their decision.

"They complained that the car park was full and had nowhere else to park, acting as if that gave them the right to do as they please, which in this case was to cause serious obstructions that prevented the easy passage of other vehicles, especially those of the emergency services. We needed to send out a strong message to the public that this is not the case and they need to use their common sense in these situations."

Motorists however, did not agree.
Mr I. Moron, who wanted to take his children sledging said: "Its up to the council to provide adequate parking, they cannot provide that then we should not be punished for this"

Mrs W. Bint, who took her children sledging said "Think of the disappointment of the children if I had to turn around and go home, they would be mentally scarred"

Mr and Mrs Chunky stated "We couldn't possibly park further away and walk, our knees are quite weak due to a hereditary illness"

Blaming the authorities for peoples lack of common sense seems to be the in thing these days. People don't seem to think for themselves anymore - maybe that is a product of the nanny state we seem to live in.
