who can issue section 59 notices

hi i did try googling this, but other than BiB and PCSO's I didn't find anything out.
the reason I ask is that I read on facebook yesterday (on the thetford forest group page) that they had issued a s59 to someone using a greenlane, it was shared by GLASS as well.
It didn't go into details, but I wondered if anyone knowledgeable on here knows if the rangers can issue s59 notices?
i'm not disagreeing with it, as someone who enjoys driving the greenlanes i hate to see where people have gone off track for 'fun' or torn up a lane that shouldn't be driven because it's too wet etc.
I just wondered who could issue them please?
i did debate whether to post this here or in the off-road section, but it seems a bit more law orientated i think.
