I live near here and and seen these out many times. Often they are parked at the bottom of quite a steep hill in ticknall which unless you mash your breaks down the entire 3-400 metre hill you will be doing over 30. The guy was in the local paper once as someone gave him a slap while out doing this

It was a program on last night called "speed wars" it mainly focused around some OAPs nimbys with a speed gun who couldn't (wouldn't) follow police guidance to report only 36+. They were reporting people speeding at 31
