Hi All,
Was at work last night, Mum called to say they had been driven into from behind at a roundabout by a young lad, only minor, no damage to their car (Rav 4), few scratches on the young lads car, swapped details and on there way.
I have since checked details and found out said car (we have one photo of it) isn't taxed, insured or MOT'd.
Told her to call police last night at 10pm (happend about 9pm) and Police weren't interested?
I'm going to take her to the local cop station in a minute to report it again, surely they should at least take some details.

Sadly, things like this are (more and more often) having to take a back seat. That said, in a lot of forces, this would still be followed up if possible. The problem is it could end up taking a lot of time and resources now its historic. Dealing with no insurance etc there and then is a lot quicker. I would try going in in person and asking for an explanation as to why they aren't doing anything. As said above...details may have been false anyway, but they may not be.
Also, you're not really meant to be checking insurance validity if the vehicle is not yours! Assuming you've used the ask mid site, where you sign to say the vehicle you're checking is yours!

There is another askmid site which gives you details of the other party if you've been in an accident and whether they're insured. Now they need to approach the Motor Insurers Bureau and claim through them.
They can approach all they like, but they won't be able to claim for the following reasons:1. It's an insurer of last resort. If any other insurance exists then the MIB does not pay out. The OP's parents have fully comp, that kicks in ahead of the MIB
2. The MIB has a minimum £300 excess on all claims and only pay out above that.
EDIT: because I'm an idiot as pointed out below.

You sure about that? My other half was rear ended, Sept 2014 I think, driver dumped car and ran, registered keeper claimed it was a "pool car car, used by a few people, but not him, that night". It was insured, my missus is insured FC, but she has a claim ongoing with the MIB. Car repaired through her own insurance.1. It's an insurer of last resort. All I'll say is, they're useless to deal with.
They're trying to argue the toss over a a few quid but surely if it was as you stated above, the claim wouldn't have been ongoing for as long as it has?
