Extending Retention On Private Plate

Guys I have a plate on retention not being used, I need to extend it and have been sent a reminder by DVLA V778/2 asking to extend it and a change of nominee or not however I have the V778 originals.

What puzzles me is the reminder is NOT asking for payment anywhere but the V778 does however I realise the law has changed now on these and the rates are out of date but is it FREE ?

It's free and lasts for ten years now.

When I renewed one since they changed it from the 12 months to 10 years, they renewed it at no fee.
