Medical standards for driving
Discussion
Is it possible to be medically disqualified from holding a full licence but OK to have a provisional?
I know someone who has temporarily lost their licence but would like to keep in practice for when they get it back, rather the way a medically disqualified pilot can sometimes fly with a safety pilot. In his case (head injury) I suspect being accompanied wouldn't help but as a general principle?

The medical standards for provisional licensing are exactly the same as for full licensing so if you cannot meet the one you cannot meet the other. Also a license cannot be temporarily removed, it is either surrendered to DVLA & has to be reapplied for or it is formally revoked by DVLA. The GP/consultant can advise not driving but cannot remove the licence.
Under limited situations DVLA can issue a provisional disabilty assessment licence (PDAL) to a previously revoked full licence holder to allow tuition prior to a driving assessment at a mobility centre. This is at the discretion of one of the DVLA's Drs. It's not a routine thing and happens at the end of medical enquiries, it is a time limited provisional licence and requires a co-driver as any other provisional would
