TV Licencing people have written to my girlfriend at her commercial premises (a shop) telling her that she needs to buy a TV Licence for the property if she has a mobile phone.

Are they correct? Sounds ridiculous to me.

Only if she accesses content. If she doesn't she doesn't need one. Capita are using this as a scam.

Thanks, but does the TV licence we already have for our home address not cover us for use of our phones wherever we are?

From Crapitas scam site all they want you to do is to Pay for a TV Licence now:

Am I covered to use BBC iPlayer when I’m on the go or abroad?

If you already have a TV Licence for your address, you are already covered to download or watch BBC programmes on iPlayer when you’re on the go, provided the device you’re using isn’t plugged into the electricity mains at a separate address. If the device is plugged in at a separate address, you need to be covered by a licence at that address.

At the moment, you aren’t able to stream or download programmes on iPlayer while abroad. But you should be able to access programmes that you’ve downloaded before going overseas (usually available for 30 days after they’re shown on live TV).

So as long as it's not plugged in when watching/downloading then you're OK.

I reiterate advice from 1001 sites:

(1) Never let a Capita employee into your home. They have no legal powers of entry without a warrant.
(2) Never speak to them other than no comment, no comment, no comment.
(3) Never sign anything EVER.
(4) If you're brave enough give a realistic false name - not Michael Mouse or Charlie Chaplin. They have no legal powers to see ID.
