Anyone know about these new roadside cameras?

In the last couple of days these hideous cameras have been installed near me. 
This one is unfinished but is fitted where a 40 zone goes into a 30.
There is another finished pair parallel to each other a mile up the road, where the 30 zone ends and goes back to a 40, with no lines on the floor.
Does anyone know how these ones work, average speed perhaps?
The units themselves only appear to have a single lens, can't see a flash on them.
