They shouldnt unless theres any fear of flight or fight - each force looks at this differently though. Cuffing must be justified

Its up to the officer to justify if cuffs are required.

This is quite useful.

Page 19, Use of handcuffs is the part that mentions it.

Is it not a rule in some forces that all those under arrest and being transported in the rear of cars are handcuffed to the rear .
I seem to remember some cases in the past when officers had been attacked and deaths caused by prisoners being transported .

Rise of single crewed I expect has led to more people getting cuffed. I have known non complaint super polite folk cuffed just because the officer was poorly trained.

My force in the last 10 years A&S seems to recruit a lot of people who are not suited to police work and now we have sarges in bristol drawing tasers for a stop and chat and if you fail to give you name the x26 is deployed and you get 50, 000 volts, the sarg in question was not in danger and not alone. It was like watching a dog hump a slipper, it was clear the two officers didn't have a clue what they were doing or how to deal with a man who was innocent and wanted to be left alone. Its concerning as officers like this will come across people with learning difficulties and if they don't give their name they get tased.

There was a bit more to it than that though.

I like how people can read an article and that be their summary of the matter i.e. Tasered because he didn't give a name.

So you agree the handle the situation well and teasing him was a good move by a sage?

Still at least they had the decency to drop the charges once the video went viral.

Wind your neck the footage is on YouTube! Member of the public said he was his neighbour and tried to help them, a large guy and a well built female sarge, awkwardly try show they haven't a first clue in controlling a 9 stone 5ft 63 year old man who is skinny as my 9 year old.

They cannot even stop him walking around and the sarge has her taser out when the guy shows little or no agression. She then as her colleague struggles to get a grip on him without warning or care for the pc getting tased, deployed the taser! And warns afterwards.

It's so painful to watch it's like a couple of retards trying to shag a door knob.

I'm guessing he means they had to use the taser because he was black. Or perhaps to subdue the vicious dog?

Yes, thanks for the incorrect summary.

As I alluded to, there's an extensive topic about it on PH. You should infer that because I know that I am aware of the footage etc.
