Are park smarter legit?

Good afternoon, wondering if anyone could confirm if park smarter are a legit parking enforcement company? There literature and website looks real but then I guess it would wouldn't it!

Just been done for parking causing an obstruction by them a point i disagree with but i wasnt in a parking bay so guess i have no comeback assuming of course they are a council appointed entity. Any assistance greatly appreciated as going away tomorrow and could do with knowing whether to ignore or pay before i leave.

The majority of Local Authorities in E&W outsource parking enforcement to private company sub-contractors. It's a convenient way of sidestepping FoIA requests.
Any asking for sight of the contract will be met with a heavily redacted copy which conceals all the key information. The get-out-of-jail-freed card is Commercial Confidentiality.
