What does this sign mean?

Scratching head to understand what this sign means. The road has parking bays without any yellow lines. Double yellow lines outside these bays.

I parked there midday, as did lots of other people. No one (that I saw) got tickets. The only other sign was no overnight sleeping.

Car parking only between those times. I'm assuming it stops campers claiming they're just parking.

Parking place reserved for motor cars between midnight and 9am.

Ok thanks. I thought signs normal said what isn't allowed rather than what is.

That's my answer too. As said, stops camper vans stopping overnight.
