Using NCD on two policies

I'm very confused about no claims. I had both cars covered with the same insurer, and they mirrored my NCD onto the second car - wife named as main driver on one as her NCD had lapsed.
A couple of years later and Car1 came up much cheaper elsewhere using the NCD figure on the renewal. Called to see if they could match it and they couldn't get near. Asked if moving Car1 away would affect my Car2 policy no claims and was told no.
Now Car2 has come up for renewal, and the full NCD is listed again. So as far as the paperwork is concerned, I have accrued 12 yrs NCD on two separate policies.
Does this seem right, or should I declare 0 on my second car, and get a second car discount?
Alternative is start from zero in my wife's name and start building up her NCD - she is named on both the policies at the moment.

IMO you have two seperate policies with two lots of NCD to use. Our van insurer mirrored our car policy,(different insurance co) and on the 1st year renewal it came back with 8 years to use. Yours is exactly the same except its from the same insurer for both. If in doubt, ring them and clarify!
