Street has a 20/30 limit .But during certain hours at night, street lights are switched off .Does limit depend on street lights being present at stated distance and being on, or just being present. And ,does limit require the presence of a LIT sign to indicate the limit.

The answer hasn't changed.

RTRA 1984 Section 82 defines a restricted road. RTRA 1984 Section 81 defines what the current speed limit is.*
Nowhere in the legislation is there any mention of a requirement for the street lights to be lit.
Think about it. If that were the case the limit couldn't apply in daylight when they wouldn't (normally!) be anyway.

* Note that it is an upper limit, so it could be less. AFAIK a 20 limit must be signed (the default figure without any is 30)
One caveat: a 20 [b]zone[/b[ does not require repeaters: the prescribed signs are only required at each entrance.
The lighting requirements for the signs are to be found in TSRGD 2016 Section 8.
We have a 30mph stretch of road that doesn't even have lampposts never mind lights! And it's all perfectly in order as there is a (albeit hidden) repeater sign attached to a fence post.
But a little bit of investigation has revealed that the Traffic Order has not been approved yet, so it's still 60mph despite what the signs say. Makes no odds in our area anyway - police cars, never mind traffic cars, are a rarity, and there's not even a 24 hour cop shop in the county anyway!
P.S. - the 30mph stretch is next to a plot of land that's being changed into a cemetery. Foresight?
