PCN car supposed to be at garage

Just looking for some advice for next steps on the following situation.
My car was in for work at a garage between 19th September and 6th October. The final bill was £700+.
Yesterday I get a PCN letter from a Council for £130 as the original ticket was not paid. This includes pictures and details etc. Its definitely my car, no question of a cloning incident. Incident dated 30th September.
I contacted the garage to advise this. Their first response was to say the car was not there. I then sent pictures. They came back with the car shouldn't have been there, further implying that an employee / colleague took it without them knowing.
Where the PCN was issued is nowhere near where I live, the garage mending the car is or where the garage owner lives.
I've been reasonable and just said transfer me the £130, I'll pay the fine and that's the end of it.
So far nothing from them since yesterday lunchtime saying they needed to speak to the employee.
I've tried calling them today but just got voice mail so said I really need to hear from them today.
Assuming I don't hear back what to do next?

Small garage or chain?
What to do next depends on what you want.
Realistically, what do you want? Are you chasing "compen-sayshun", want somebody sacking, or just want to make sure they know it happened?
Personally, I'd be considering just moving on with my life and not using them again - so long as they pay the PCN. You could kick up a fuss, but to what end?

Reply to the PCN with the details of the garage and let them chase it.
The PCN clearly says they aren't interested in that as a mitigating circumstance and place all the responsibility for it on the owner. The form says in bold 'You are legally responsible for complying with this notice to owner, if you were not the driver at the material time, do not pass this notice to the person who was in control of the vehicle at the time the alleged contravention occurred'.There is an option to say the car was being driven without my consent, which technically it was, but I would need to provide a police crime report. I must admit the way the garage has been makes me want to go to the police but I have no faith the police will deal with it and this may give strength to the garage digging their heals in.
I have no doubt I'd win a small claims case as I have phone and text evidence and independent witnesses who will say the car was away and I was no where near the PCN area at the time anyway.
Just want £130 and can't understand their attitude.

No first notice. I assume the ticket on the screen acts as this. The pictures they have supplied with the letter I just got clearly shows the ticket on the screen.Did they write to you asking for the name of the driver?
The person driving must have just binned it which makes it worse IMO.

The way they've been is ringing alarm bells. If I was in their position I'd have apologised transferred the money. I just can't rationalise their behaviour.
If they are being that unreasonable and not replying then simple - contact the relevant authorities as per the form and get a crime number, you have tried to be amicable and play ball so why should you pay a fine and then have to chase money you may never get back?

Just ring the police and report it as TWOC. You dont know the circumstances so they can investigate to find out and then give council crime number and say you are disputing as the ticket was done during the time when you believe crime occured.
I hate to say it, but if the garage owner won't respond to you / cough up, I'd do this.- If the car was nowhere near where it SHOULD have been, you can justify a late report to the police as you've only just found out (PCN and conversation with garage owner that it wasn't him) that the car had been taken/used.
- It doesn't reflect well on the garage if they let punters cars be driven miles by staff.
- The garage owner will then (presumably) be approached by plod for info as to who had custody of it, which will light a fire under him.
The downside is that if anything goes wrong with the work you've effectively lost their goodwill / warranty support.

It should only show up on HPI if it is stolen and unrecovered and the insurance company had paid out in full as a result.it wouild show up on MIAFTR2 as stolen recovered with no damage.

Thanks. Its a small independent (he seemed alright until this but don't they all it wouild show up on MIAFTR2 as stolen recovered with no damage.

)The small claims, online money claim as it is now, seems a lot simpler than it used to be and is now looking like the favourite to get my money back.
I was hoping I could tell him I was going to the police to show how seriously I was taking it but looks like overall its not worth it.
Hi lack of communication just makes me think he wants me to go away. The pictures the council have are great and he can see where it is and when. There isn't any doubt the car was in his care at the time. No idea why he just doesn't pay up.
