speeding, court, not in the country

hi all,
after a bit of advice and I hope I am not going to cause someone an issue.
I am going to be vague as to who the person is (it's not me or the wife, honest).
someone I know got done by average speed cameras a couple of months back. they got the paperwork through and we (wife and I) assumed that it had been dealt with as the paperwork came to our newly bought flat address for various reasons.
roll on a couple of months and the person concerned has just left the UK for a destination abroad outside of the EU, but in the commonwealth.
We popped over to our flat to do some work as we are hopefully about to rent it out, with we hope our move to New Zealand being imminent.
picked up the mail and the only letter there is addressed to this person which has no marking's on it, so i opened it and it's from Essex Plod talking about court dates as the bellend concerned has done nothing about it.
What should I do next?
Mark the letter as not known at this address.
Contact Essex plod and advise them that the person has left the UK for good.
Will this cause me an issue long term, especially as I hope to rent the place out (if plans go ahead as we want)? I suspect not, but I don't want to cause any possible tenant an issue either.
I am now also worried that said bellend may have left the UK and not paid off at least 1 loan, and a credit card bill. I know they had issues with the loan we'd even offered to pay the arrears (£200) to sort it out, but the bills are being redirected to the flat as well from a property that was sold in January.
