Parking ticket opinions needed

Bit of an odd one this, had to pick up a prescription from the surgery yesterday. The surgery car park is shared with a function room facility, the dedicated surgery parking places are marked with a 'D', the facility parking spaces are just white lines but are subject to pay and display. So, park up in a D, pop in but there's a huge queue for the dispensary.. no matter, I'll pop into town to get some shopping and try again on the way back. While in the surgery I see a sign on the reception desk saying that car park patrols are currently suspended due to recent flooding. That's handy, I can park a bit closer to the surgery on the way back. So I return 20 minutes later, park in one of the facility spaces - car park is huge and hardly in any cars in the facility parking area, and pop in to get my prescription, emerging 10 minutes later to find a parking ticket stuck on my drivers side window.
Looking round I can see the parking patrol person at the far end of the car park, so I wander up and explain (very politely) that there is a sign in the Doctors surgery that says patrols were suspended, and that I wouldn't have parked where I had otherwise. She suggested I appeal, and take a photo of the sign for good measure, which I do. I also let the receptionist know that patrols are occurring, to which she replies 'well they never advised us' and then removes the sign so nobody else will get 'caught'. On the way back to the car and the patrol lady is on her way in to the surgery to also let the receptionist patrols are active again, but when I let her know I've already told the receptionist this and the sign has been removed she accepts this and heads back in to the car park.... Nobody got upset, no rants, all very polite... but where do I stand?
Any thoughts guys?

Forgot to say, fine is £60 if paid within 14 days then £100 if longer

IMHO you knew that you're parking was questionable as you only parked there due to thinking there would be no patrols. Bang to rights I think.

If you didn't think your parking was questionable, what difference does it make whether there were patrols or not?Send the bill to the Doctors practice for misleading information.
Only joking, it has to be the drivers responsibility to abide by the parking rules. You took a gamble which on this occasion didn't pay off, but nothing to stop you appealing but I would be surprised if it was successful.

OK, let me make this a bit easier, company operating patrols suspend patrols and advise surgery there will be no patrols and sign goes up in surgery saying 'no patrols', this means you can park in any space in the car park and not get a ticket.... while there are no patrols... Company undertaking patrols resumes patrols but doesn't advise surgery of this so surgery still has sign in place saying 'no patrols'. Parking patrol person heads in to surgery to advise surgery that patrols have resumed and the sign should come down.... too late..

We can all come up with a scenario to justify what we would like to see as the end result on these sort of matters.edited... meant for eybic
It doesn't matter what we think, you know you will get opinions that will say pay and don't pay. The only thing you can do if you think you have been hard done by is appeal and see what the outcome is.
Do they offer a discount if paid within a certain time and do you lose this option if you appeal? If so how lucky do you feel

You have a particular set of circumstances which can only be decided by an appeals panel so maybe worth a try, particularly if they have the car details wrong. You could get lucky.
