Are slow down signs speed cameras?

No they're not cameras.
I have to drive past one of the stupid things every day.
30 mph zone, green numbers at below 22, yellow 22-28, goes red at 29mph or above and flashes red at over 34mph.
Drives me absolutely insane, don't know why, just can't stand the bloody thing going red when you're travelling at or just below the legal limit. I don't habitually speed but am always tempted to boot it past the sign.

The OP asked a simple question and got a number of answers that have a varying level of information, some right some wrong. Your challenge to my answer is wrong and there you have the evidence. Here's a simple principle: If you know F-All about a subject, simply offer no answer or say so.
Here's another: From time-to-time someone will be able to inform you of something you know little about, just accept it.

You said they are "not generally" used for speed enforcement.
Which means you're claiming that they are sometimes used for speed enforcement.
When asked explicitly whether that was, umm, what's the word? True, yes, that's it, you went into typical pitmanboots arm-windmilling defensive "what I say goes"/"I know everything"/"Don't argue with me" mode. And failed to answer the question.
So, once more:
- are they ever used for speed enforcement
- are they certified for speed enforcement
- why doesn't the manufacturer say they are speed enforcement-certified or market them as such.
Looking at the website of the manufacturer of these devices, it's clear the speed detection device pictured earlier has no Home Office Type Approval.
The fact that the photograph has Croydon Council on it should tell anyone that it's not being used for speed enforcement and I'd be interested to hear opinions as to the legality of them recording and storing data in the form of pictures of cars (and their occupants) allegedly speeding.

No, they can't. They're not Home Office Approved. They're used by local authorities who can not enforce speed limits.
