That seems exceptionally questionable to me, surely there's some sort of law against that.
Not sure who you'd raise it with though.
EDIT: Looks like it's on the exit to a 20 zone, but they still ought to move it into the zone itself. I'm still not sure putting road signs on a banner like that should be legal.

That's what the signs on the lamposts either side of the OP's location pin show. is that possible ?
Whether it's legal on a single carrigeway road is a good question. Certainly the M4 between J2 & 3 has different speed limits at the change to the elevated section depending on whether you are heading into town or escaping.
It is double sided, so it makes a bit more sense going the other way, I certaily would not be complaining about a poster telling you a lower limit on the lamp post before the change even if it was only on the other side of the road.
But when going out the 20 limit it it is pretty stupid, you pass a sign for the limit changing to 30, then immediatly a poster telling you it's still a 20

As far as I'm aware, a single carriageway has to be the same in both directions. Whether it's legal on a single carrigeway road is a good question.
