Police on M27 motorway bridge

Driving last Friday making some progress when I saw a Police car parked on the motorway bridge. It wasn't a camera van but I could see the passenger had a laser pointing out the passenger side window.
Can they do this?
Would they need to stop you at the time to NIP?
Can they still NIP after without stopping the car?
The reason I ask is the bridge they were on had no slip roads to join the motorway so they couldn't have gone after anyone.

The the Police may take other steps to track it down, such as putting a PNC marker on it. The vast majority of cars do have an RK though, after all all those speed cameras rely on it.Would there be an ANPR hit out on the car eventually?
