HETO car with speed cam symbol on side?!

Hi all.
I was going up the M69 this morning (heading towards Leicester, i.e. away from Coventry) and I noticed a highways agency Mitsubishi 4x4 in the hard shoulder, and he had his roof bar lights switched on flashing yellow and red. My GPS speed camera alert beeping thing in my car told me that its a mobile camera site, but I thought nothing of it because from what I've read before, HETOs cannot issue speeding tickets.
However, as I passed it (bear in mind that this is a motorway and I'm travelling at motorway speeds), If my eyes were not mistaken, I saw a speed camera symbol decal on the side of the 4x4 towards the rear, just rearwards of the fuel cap. There was a man in high vis. sitting in the drivers seat.
I then had a look on google for pictures of HETO Mitsubishi 4x4s and none of them on there seem to have that particular decal on them.
Does anyone know if the rules have changed, i.e. if HETO are now able to enforce speed? Or is there a camera system on board for other purposes, e.g. recording of something else?
It was the stretch of the M69 that is within Warwickshire Police's jurisdiction.

They are all being fitted with front and rear cameras for recording rolling block breaches etc - the stickers just say “cctv in operation” and have a picture of a camera that is similar in design to the speed camera warning ones.
I've just had a look on google and I eventually managed to find a photo and you're correct, it seems that I didn't see the writing just underneath the symbol!BossHogg said:
There are no plans in the pipeline at all for us to have enforcement powers. It may change if we get absorbed into the proposed infrastructure constabulary, however that is on hold for the time being.

Err it's hi-vis battenberg that police, fire, ambo, network rail, DVSA, umpteen recovery companies, traffic safety officers and a raft of other companies use. Plus it's a legal sign clearly advising other road users that the car is fitted with CCTV, the very same sign that is displayed on public transport, so I don't know what your problem is?

As above, they need to be visible when tending an incident, and are as different to Police cars (yellow and blue), as ambulances (yellow and green), and fire service vehicles (yellow and red). As before, I think most people can spot the difference between yellow and black, and yellow and blue.
