What's the penalty for going through this Emergency Access?

I like to ride through (on motorbike) this type and other similar no admittance gates that councils love to spring up round london lately. My question is, what / is there? any penalty that can be administered to me and if so what is it? And also by whom? The councils love to use little smart cars with cameras on to catch citizens not obeying so do they have any powers over this particular issue?
The no motorcycle sign is new - previously wasn't there (and many other such gates don't have the motorcycle sign at all)

I believe there's a separate offence of crossing a pedestrian access or something weird ie a pavement. Even if you push a motorised vehicle it's theoretically not allowed, I remember some bloke got done for it once as he had to do so to access his house where he kept his motorbikeedit ahh what a memory!

t.)It got me wondering when you start being a pedestrian, and whether you could carry your bike to avoid said rule.
I once argued that my bike was no longer a bike because I was carrying it on the train at time someone said I shouldn't.
I said it was now being carried and thus not a bike, he didn't agree.
So I took both wheels off on quick release, and said it now can't be ridden definitely not a bike.
He didn't like it but well - it was no longer a bike, it was bike parts.

I imagine that the "No Motorcycles" sign is intended to stop motorbikes riding through the gate, but does it have the effect of prohibiting motorbikes being ridden anywhere on that street?
I mean in the same way that the "Evel Knievel"/ "No Motor Vehicles" sign would do for cars if there was no gate there.
Moreover, if the combination of the gate and the "No Motorcycles" sign prohibits any traffic from entering the road in that direction, then what is the point of the 20mph sign in that position where no one likely to be affected by it will be able to see it?
Is it like the sign on the office door that says "Strictly No Admittance ( Mind the Step )"

Well I’ve emailed Alison Reynolds who apparently is ‘director of customer services’ as it was one of the very very VERY few email addresses I could find. Ealing council make it impossible to submit any type of question whatsoever
I’ve asked her to forward my email to the relevant person in highways / roads / whatever. I’ve asked what is the TRO for (above) as I can’t find hide nor hair of it.I will update the thread periodically purely out of interest!
One thing I would mention is the gate blocking off that junction is a recent development. Then a short while ago two small no motorcycles signs were attached to the actual bollards. I presume they weren’t even compliant with traffic sign regulations. They have now been replaced by whacking great sign above. My point is, it’s gone from none, to small, to large signs quite quickly which makes me suspicious that due process wasn't followed.

This got me thinking, so just looked at the Highway Code. There is no such sign....... They've just invented it!!!So definitely not a legal sign.
