Phone call saying I have been filmed driving using mobile

Hi all,
This is a new one on me. I'm pretty certain it is not legit, but at the same time, am not sure what could be gained from it?
I have just taken a phone call (to my mobile phone) from some kind of 'enforcement' authority (I missed what the guy said at the start of the call) telling me that:
a) in the first instance, the call is being recorded
b) going on to explain that I had been filmed using a mobile phone whilst driving
c) I would be receiving a fixed penalty notice of £1,000 and 6 penalty points in the post in the next 10 days
When I challenged the guy to
1) repeat where he was calling from
2) explain how I could have been filmed as I don't drive
he became pretty aggressive and reminded me that the call was being recorded and I would find myself in further trouble if I interrupted him again.
When I asked for the third time to repeat where he was calling from, he hung up.
At no point did the caller ask me to confirm my name or address (although I did answer the phone with my name as it is a business line). The caller was from a Thame, Oxfordshire number. A whois search on the number brings nothing up and when I called it back, it doesn't connect.
For what it's worth, I haven't been using my phone whilst driving.....

Father of a friend of mine is a senior business director who I've always thought of as switched on, but he's just fallen for the "I'm from BT and you have a problem with your PC" phone call.
Couldn't believe he's fall for it, but he did. I'm guessing these scams are a lot more successful than we hear about otherwise they'd have died out by now.

Sounds like a variant of the "HMRC are filing a law suite against you" scam call...
I love the BT / Microsoft help desk ones to mess about with the "Mumbai, Johns, Daves, Annies and Marys", but only if I have time... otherwise they will get some very specific worldly advice...

How did he get your number?
Was it plastered on your van? If its something like that I'd just ignore it.
If you want to play around with them, give them a call back (maybe from a different number) and see how they answer.
Worst case scenario is that you can ignore it and you'll get a NIP in the post (but highly unlikely).

Unlikely to be anyone serious. Police/enforcement agencies/government usually don't use private for outgoing calls. They'll use an unlisted/silent number or one that goes back to their reception/help line for obvious reasons (erm.. nutters making abusive or threatening calls).If you want to play around with them, give them a call back (maybe from a different number) and see how they answer.

Most likely an auto-dialler, that only connects to the agent once the call has been answered by a person ...Was it plastered on your van? If its something like that I'd just ignore it.
Calling the number back is generally pointless as it will invariably be unobtainable or answered by an auto answer switch telling you no messages can be left...
Last time I checked, the DVLA doesn't hold a record of your phone number against a vehicle, and it is not listed on the V5 either.
It's a bit like when people get e-mailed scam HMRC Tax Refund information, or Private Parking Charges.
These types of agencies don't use the phone/e-mail for such communications. It is always by post, or in the extreme, a knock at the door if Police/Bailiffs.
