Changing an engine vs DVLA/gov.uk

Borderline SP&L but there isn't an "Incompetent interfering monkeys" section.
I have two similar cars, one of which is destined to make it's last journey soon on the back of a truck due to terminal rust issues. However, the running gear is good and I want to transplant it into another vehicle I own. 3.9i from a discovery into a (currently) 3.5 V8 Defender.
My insurance company have no issues with this and simply want me to pay an extra £16 pa which seems entirely reasonable. However, I followed a link to the to the DVLA/gov.uk website and it had this to say:

Last time I changed an engine number in a car about 8 years ago it was simply filling in section 7 on the registration document and sending it to DVLA. Why don't you just do that ? It's almost like you are trying to cause yourself grief by looking for it.cmaguire said:

TBH, I only went " looking for it" because I've painted the Defender and wanted to know whether I could record the colour change online. The engine swap is a plan for springtime, I mentioned it to the ins co as I've just renewed and they were fine with it. Just that it looks like DVLA won't be?I'm a generally law-abiding(ish) sort.

Cost you an envelope and a stamp, or two of them if you don't notify together
I've just done very similar - Sent a letter from a Garage (MOT Station) on Headed Paper, confirming the engine number, chassis number and registration number
When I bought the car the engine swap had already been done (the Garage above had nothing to do with it).
All sorted with DVLA within 2 weeks, no issues.

I swapped the engine in a motorbike, did the work myself but had a hand written receipt for the new engine from the breaker that I bought it from (that in all fairness anyone could have written).
The DVLA accepted this but in my case I was increasing displacement so they would get more VED, I imagine their main concern is if you are claiming a reduction.
I would imagine an MOT garage could do some kind of certification based on engine number?

Ask the DVLA if the V5 for the Discovery is acceptable as a receipt for the Discovery engine.
