How does ANPR work - reporting crime

If I send crimestoppers a report through their website that a person smokes pot and is also a driver all the police have to do is stop the car and test the person because it stays in their body for much longer even after they are sober. Bingo you would think.
So do crimestoppers tell the police and then the police put a marker on the numberplate and its just a matter of time before they get pulled. Does this even happen in real life is ANPR used this way and how do you ensure your report is taken seriously and put on ANPR.
Your report will be passed onto your local force.
This will the usually be updated into the forces intel system which may or may not be linked to their ANPR.
When or if the car is stopped, if they have grounds to test they will test. They won't however do this on the basis of the crime stoppers report alone.

So in this case reporting the crime is totaly usless because the driver will be sober and there will be no grounds to test.This will the usually be updated into the forces intel system which may or may not be linked to their ANPR.

It's not useless as it may become part of a larger picture.
If they are a frequent enough user for it to be a concern to you, chances are if they are ever stopped then there would be grounds to do a roadside test.
Ultimately, it's a completely anonymous was of reporting your concern, why wouldn't you report it?

This is largely part of my role within the police (to a degree). For us, we get reports of drivers drink/drug driving (all sorts else). Either via 101 or crimestoppers.
We risk assess it and the person gets graded (high, medium, standard or ungraded). Depending on the grade depends how we deal.

So using crime stoppers, The report will be along the lines of, I know this person (name) uses weed every day, here is the registration number of her car (KL** G**) that is driven everyday but at random times, please put this on ANPR.We risk assess it and the person gets graded (high, medium, standard or ungraded). How would this get graded, High, Med, Low, there is not much more you can add through crimestoppers.
