Not received a refund - small claims court, charge back??

I will soon be approaching 14days after a retailer received an item that I purchased online and have not responded to my last email regarding the refund.
Am I right in saying that the consumer contracts regulations state that I must receive a refund with 14 days of the retailer receiving the goods?
So if they don’t process the refund, I can attempt to contact them again and if I still don’t get my refund, I can send them a letter of notice for my intentions to take them to a small claims court?
Will they have to pay my small claims court fee if they pay once they have received notification from the court?
Alternatively, I can do a charge back via the bank? If so does anyone know how long it takes and if there’s a fee?
