Van outside house? Legality of living in it?

This van appeared last couple of days outside our house. It looks like someone may be living in it? It’s actually quite a cool old Renault Traffic but where it’s parked and due to the dip as we come off our drive it makes leaving our home quite dangerous. We are currently in negotiations to have white lines painted by the local authority to stop parking across the drive for this reason and our daughter is collected/ dropped off by special needs transport every day.
Anyway my question is assuming it’s taxed and insured etc. No double yellows is it legal to just park up and stay in a vehicle indefinitely outside residential homes?

If the council were so inclined, they may well try to prevent the vehicle being used for habitation through s.77 Criminal Justice and Public Order Act 1994.

But it is insured according to ask MID,( at the moment?) . As the MOT ran out last year I doubt very much it will be re taxed next week. If it's still there (untaxed no MOT) in a week or so, report it to DVLA and to your local council.
If someone is living in it you could say it's a health hazard,especially if they are tipping "waste" down the drain.
One of the reasons you don't see motorhomes or camper vans dotted around roadsides having overnight stops wherever they want is that most (99.99%) of the time there will be a by-law in place preventing overnight sleeping in a vehicle on the highway, and the Police can move them on if they are doing so.
So I would imagine you could get it moved with a quick call to your local coppers.

Thought one of the main differences in Scotland to England was you can park up perfectly legally, indeed it is one of the main attractions and a large part of the tourist pound to the region?Morons.
