What is an police advisory?

Not too long ago my mate was pulled for some bad driving and the police said they would log it on the computer but let him off with a warning.
He then got pulled up another day but not for anything he done wrong. While doing checks we heard the police mic respondent say 'this person was given an advisory on x date' which was the date he had previously been pulled up and given the warning for bad driving.
So my question is what exactly is an advisory in this context? Does it mean this person was caught doing a significant endoresable offense however he was excused, so later officers will know u f****d up and they shouldn't be leniant with you next time?
How long does it stay on their system for?

Yes. We were at a red light, sporty looking car, lights turn green and we floor the gas not knowing theres two officers on bikes behind us. They pulled us over and to our relief said 'you haven't done anything wrong, but you will get pulled over if you drive off in front of two officers like that.' This was in london where next light was only a few meters away. Basically seems we got pulled over for aggressive acceleration\disrespecting the police.Really...?
My hairdresser got pulled over for overtaking a learner driver in a 20mph zone and was told that she'd been given an advisory and would be in trouble if she offended again with 12 months.
I asked her if she'd been told that she's got a S59 notice, but she said that she had no paperwork and the policeman hadn't said anything about a S59.
Perhaps its all down to putting a marker on the car, but seems odd there's no paperwork and therefore no way of challenging it

It's not as if the roads are full of people speeding, on mobile phones, with cars in dangerous conditions, people driving badly - that it's quite literally like shooting fish in a barrel when it comes to pulling over people who ARE actually doing something wrong.....oh, wait a second

I don't believe you have to check your wing mirrors every time, but only when you're turning left or right? You should check all your mirrors frequently. If he missed two big bikes covered in reflective tape, lights and POLICE signs rolling up behind him he wasn't checking his mirrors frequently enough. Sounds like he got off pretty lightly. 
Police have stealthier bikes than that as well

I think if you are given a S.59 that it should be made crystal clear, because the consequences of a second infringement within 12 months could be severe. (Accepting that the OP may have paraphrased 'advisory'.)SpeedySpeedBoy said:

You should check your wing mirrors regularly, especially in stationary traffic and slow moving traffic before lights and junctions to look out for bikes that are filtering or emergency services coming through behind you and could affect your decision to move off. Missing two police bikes is a definite sign you aren't looking enough.
