Yellow box + traffic lights

Quick Highway Code clarification. Rule 174 about box junctions has an associated picture showing a car that shouldn't enter a box junction, despite the green traffic lights. It has stopped at the STOP line for the lights, rather than the edge of the box. (It isn't moving because the other moving vehicles have 'trails' behind them.)
I think that the lights and box are separate control mechanisms and he should stop at the edge of the yellow box.
Anyone disagree?
