I know that these have been done to death over the years but I seem to recall that things have changed so I thought I ask the PH knowledge-base.


My daughter went to her local retail park which has free parking for 3 hours. Being a youngster and unable to process the world around her (aka read the effing signage!) she overstayed this limit by a considerable margin (90 mins!). In her defence she is in the middle of buying her first house and as such retail parks with their gazillion places to buy house stuff from is an attractive proposition - indeed she did put down an order for a new sofa.

This is where it gets a little complicated. She moved out 9 months ago and has informed DVLA and the insurance of her current address - however, the PCN notice came to us and was unopened. A 2nd one has duly arrived at which point Mrs I twigged it might be important so opened it and by now the fine/extortion amount has gone up to £85.

Part of me would happily ignore this as her records are up to date and if G4 can't sort their act out then why should I help them? The other part of me doesn't want to cause her any (potential) trouble, especially at the moment with the whole house thing going on.

I suspect that the 1st port of call would be to speak with the furniture store to get this rescinded - what other options are there? Common wisdom 5 years ago was room 101 it, now?

They don’t guess the addresses or get them from their own database they get them from the DVLA so it would appear the DVLA don’t know she’s moved out ( are you sure she’s done it ) lots of kids don’t bother as it’s hastle and Mum and dad pass any letters on ! If she spent a lot of money (sofa) I would be trying to get the sofa shop to cancel the ticket, I got pets@home to cancel one for me the other day and I only spent £8 , to be fair they had double dipped me and managed to miss me leave and comeback somehow

As said, it sounds as if the car is still registered to your address. Does your daughter have a V5 with her new address on it? Maybe she just told DVLA to change the address on her driving licence.

Who is the Parking Company? Some are notoriously litigious and others never do a thing beyond threatograms.

Just because Purple Moonlight has posted a link to a judgment does not mean the PCN was issued correctly. Was the NTK issued within 14 days of the offence for example?

Well a (very!) quick update - told daughter to speak with sofa co., fair play to them Harvey's have advised that they will take care of it.

I hate to be negative, but this may very well not work for the following reason.

The parking company has been given a contract to police the parking and it seems have done nothing wrong in giving the ticket. A 3rd party will ask them to cancel the ticket; why should they.?! It would be a different story if the sofa store paid the ticket cost to the parking company, but I assume they will not. Why should they...!

This will not work - sorry OP.

What if Harvey’s go to the management company of the site and they, as the employers of the parking company, get in touch with said parking company and ask them to rescind? Would that not work?

It will work laugh There are several different companies that "police" retail car parks and if the retailer isn't happy they'll kick up a fuss with their landlord to get the parking company changed if the ticket isn't cancelled.

Only if they clout and influence over the parking company that may or may not work.
Main issue is that by not updating address with DVLA, she is at fault with the DVLA, who may or may not wish to take umbrage.

Just make sure that Harveys carry through. Did you talk to the store manager, and YES they can cancel the ticket esp if it is hinted that they will lose a lot of cash should you are go elsewhere for the furniture

Just work on one problem at a time... get this invoice cancelled and get it in writing from Harveys, then sort out the DVLA details

Complete bks. Still a valid address through which the vehicle keeper can be contacted - therefore nothing whatsoever to do with DVLA.

I got one in a pub car park, manager assured me he would get it cancelled, he actually called them whilst I was with him, he kept the original notice and assured me there would be no issue.

A few weeks later I received a red notice for unpaid, now up to £125.00. Phoned pub and was told the manager was on holiday, " won't be back for three weeks and there's nothing we can do". I called the pub head office, nothing they could do, it was handled locally. Went back to the pub after three weeks, there was a new manager in place the old one had been moved on, new manager assured me he would try and help, a few weeks later got a further notice with threats of court action....

Ended up paying up as I was about to go abroad for 6 months work, didn't want to leave it.
