Do Irish authorities have access to DVLA database ?

As per the title really.
A mate has just received a small fine/invoice in sterling for not paying some kind of road toll in Ireland (the foreign bit) from Febuary of this year.
I've never bothered with these phone line tolls in the south, as if they can't be bothered having a toll booth as I'm a foreign registered vehicle I've always thought I was "barley".
I was just wondering what's changed that would give a foreign company access to the Swansea database, and is it even enforceable ?
(it was a fiver, he's bottled and paid it)

Dublin is <50 miles from the border with NI, and you didn't think tolls would be enforceable across the border?
There's been a cross-border deal in place since 2010, it seems.

Where that article says "the North", it means everybody from the UK, because NI hasn't had a separate vehicle registry since 2014.

I have found that if you were to call them and explain that you were genuinely unaware that you were required to pay or that you simply forgot they may let you off if you were willing to pay the original toll.

It would appear I've been lucky then, which is strange as the last time I was in a liveried vehicle with address, phone numbers, and web site clearly visible.
The last info I had was Dublin had access to the NI database from the GF agreement, but not Swansea due to security concerns, but clearly that has changed now.
Odd how they send the "invoice/penalty" in sterling though.
From my frequent experiences on the M6 these days let's hope it is a two way street with their lorries and our average speed scameras.

All our vehicles are licensed via Swansea now too so I'd imagine there is no difference in the two databases. My GF/now wife (Car registered in England at the time) copped a huge fine for unpaid toll sent to her dads house! around £150 if I remember right. (she wasn't flavor of the month that month with her dad.) On the manned/unmanned toll, the M50 is extremely busy and to have a manned toll would cause chaos.
