Apparently there's an askmid for foreign registered vehicles, with the exception of germany and france I think.

It works for Polish, romanian, etc etc all EU countries mostly.

I know it exists because I've seen it. But I cant find it anywhere? Does anyone know?

Would be handy, as one of my UK resident neighbours have been driving a French registered (but RH drive) car for over 5 years.... I'm betting it's not been taxed or insured that whole time.

I believe it's illegal for a UK license holder to drive a foreign registered vehicle on UK soil. Insured or not.

You're probably thinking of the Green Card Bureaux. There is no EU-wide database probably because most countries don't have an equivalent to the MIB and methods of insuring vehicles or drivers vary from country to country.

I used to regularly punt around the UK in German, French or Swiss registered rental cars and I was doing nothing illegal. Neither are the dozens of British truck drivers that drive Dutch registered trucks delivering flowers every day all over the UK from Hull. Plenty more examples.

It's all about residency, and even then there are exceptions.
The Law used to implicitly state that a UK Licence holder couldn't drive a foreign-registered vehicle on UK soil, but has recently been relaxed.

Similarly, my old neighbour has a Belgium-registered Astra, but curiously never seemed to leave the UK in it.

How recent is recent.

I've been driving foreign registered cars in the UK since 2006.

UK passport, UK licence, foreign car (mine). Perfectly legal.

It's all about residency.
The 'Importing a vehicle into the UK' guidelines used to say the following;

GOV.UK Importing a vehicle into the UK said:
Driving with a foreign registration number

UK residents aren’t allowed to use non-UK registered vehicles on UK roads. The only exceptions are if you:

  • work in another European Union (EU) member state and use an EU-registered company car temporarily in the UK
  • lease an EU-registered car and use this temporarily in the UK
This web page has the excerpt and used to link to the appropriate document, however the link has since been updated. It was certainly still valid when the post was created in 2014, and I'm only aware of the GOV.UK document not having shown that particular excerpt for the last couple of years.
