What type of camera is this?

I'm curious because this is on my normal route to work and I have seen people breeze through it - and there are no road markings - so I don't think it is a speed camera. I have also seen too many people to count running the red lights here, so don't think it can be a red light camera. Decoy? De-activated?

Standard red light camera.
Although it does look like the "Truvelo" camera pictured here, but I would say their description is wrong.

Its for the lights.

You'll only know if its working by going through on red and see what happens.

Peek Red light Camera not a truvelo.
