Looks like a traffic survey camera.

Is there rubber sensor strips on the road nearby?

not that ive noticed , and its been there for a while so i doubt its a traffic survey

Funnily enough I came across one of these on my way home last night. Battered old Fiesta had come off the road, through a hedge and was sitting about 50 feet inside a field. I assumed everyone was ok, on the basis that the farmer was cutting the hay around the car...
