Should TROs be available to the public easily?

I would like to check out the local weight limit restrictions. There are a mishmash of signs that don't seem to define a clear area and you canfind plenty of places where its possible to drive one way and see no restriction sign but the other way down the road has a restriction sign.
I contacted the county council and the response was that they didn't know....
Where should I be able to access them? North Yorks CC if it matters

The Gazette publishes TROs (and a whole bunch of other public notices) from many local authorities around the country - the following link should open up the site with the appropriate filter already set to restrict search results to things relating to roads, so all you need to do is enter some appropriate search terms and click the update results button:

Some councils/authorities also have areas on their own websites where they publish notices, though finding them can require a bit of digging around sometimes.
