If they're doing it often, report it to the council - I had to do that a few months ago for this same reason as parking on my street can be tight at the best of times and the problem went away...

Report them. Why should they decide that they have priority parking over others?

Same as people using wheelie bins to preserve their 'space'.

Either report to council or simply move them and park there.

Just opposite us, someone periodically reserves the space outside the gate for three large cars, using cones.
They cones are black and white with crosses on, one vehicle has long glass sides and six men carry a long wooden box on their shoulders, while the other vehicle’s occupants just stand around and watch.

In true PH fashion you should report them too.

Oh and also despite the fact the building was there before you, you should get the council to come out and measure the noise levels. They are bound to be playing music so they are obviously spoiling your enjoyment.

Businesses should have a method of applying to reserve an on-street parking space or two through their business rates, obviously paying for the privilege to cover the marking and enforcement plus a bit into the local coffers. They can be marked like a disabled space is.

I have no problem with them taking priority of a public parking space during business hours, but others need to be compensated for losing this space. Arbitrarily reserving with cones is rude and obviously unenforcible.

They should work harder and buy premises with parking for their 3 vans </ph>

Reporting it to the council is about all you can do legitimately. Move the cones and park there yourself if you don't mind the potential aggro of arguing with people who are being unreasonable already.

Use this letter as a template and post it to them / tape it to the cones. I once got about 5 houses in a street to stop putting cones out in one go with this letter. You may also have to report them.



Dear homeowner

It has been observed recently that the offence of obstructing a public highway has occurred on numerous occasions at your address.

Items such as Traffic Cones, Refuse Bins, Wood, ladders, Bricks, not authorised by the Local Authority are classed as unlawful.


Highways Act 1980 Section 148 ©
if without lawful authority or excuse—
© a person, deposits anything whatsoever on a highway to the interruption of any user of the highway he is guilty of an offence.

Highways Act 1980 Section 137
if without lawful authority or excuse—
a person, in any way wilfully obstructs the free passage along a highway he is guilty of an offence.


This matter has been reported to the local Police and Highways Agency for further investigation and prosecution.

Take the Highways Agency out as they don't exist. Its highways england and they only look after trunk roads and motorways.

Fair point, I'm in Wales so may change it to Local Authority/Council, I wonder what the maximun penalty is for this offence, might also add some weight if they are faced with £xxx fine or 6 months inside.

Or try minding your own business.
I put cones out on a regular basis for deliveries, even local plod have said good idea otherwise
the trucks have to park double to unload or take in deliveries in early hours,
Some people need to get on with their own business and stop poking their noses in.

That's the point, it's not his "business" because it's on a suburban street. Why should a business get to reserve parking when they ought to provide proper parking for their vans.
