My local NHS hospital in Wales is becoming a bit of a nightmare, as I walk through the site there are always cars stopped in a queue along the zig zags of various zebra crossings, these are waiting to get into the car parks. Also over the other side of the site there are usually Lorries stopped on the crossings waiting to get into the Stores Dept yard.

A few times I have had cars zoom past me on the crossings or have had to make an emergency stop because they cannot see you on the crossings.

I have contacted the Hospital and they just say “oh the site is controlled by Parking Eye so it’s up to them. I am going to contact PE but they will just say it being controlled by the ANPR cameras.
Even if this is a hospital site and private land I assume that the highway code/traffic law still applies and if a complaint is made to the police or council they will need to take action.

So Parking Eye aren't actually managing the efficient use of the car park traffic flow, but are happy to dish out £100 charges on the word of an unblinking camera.

st a brick - that's a surprise.

The usual apologists will be along shortly for balance.

Heath hospital Cardiff undoubtedly. PE are sts and only interested in their fees not managing the car park. Presently I have a £100 ticket from there where I stayed 4hrs and 21 minutes. They allow 4 hours plus another 4 if you key in your registration. I’ve got the printout to prove it. They still ticketed me and have rejected my appeal with no reason. Currently at popla.

If you want to solve the issue lobby the management to change the access to the multi-storey car park. Make traffic pass the entrance go to the roundabout and come back from the opposite direction. This will solve traffic queuing across the first roundabout and stop some of the jams.

Don’t start me on the taxi drivers double parking and obstructing the crossing outside outpatients.

Yep Heath, its the carpark round the back of the Dental Hosital that is the issue here, Management will do nothing, even if they did it would be for 3 weeks then it gets left again.

Is this a police or council issue.

There is a fundamental dichotomy here. If cars are queuing on the zig-zag approaches how can anything 'zoom past'?
A Google Maps link would be helpful. If the camera car hasn't visited the site, the aerial view should suffice.

OP, why can't people see you on the crossings? Is there a design flaw? Is something obstructing the drivers' view?*
Who did you contact at the hospital and get fobbed off by? In your shoes, I would be writing to the Chief Executive of the relevant Trust.

 * If there is a hazard which requires mitigation measures, once it has been brought to the attention of the Trust it should investigate and deal with it.
    It has a duty of care to lawful visitors under the Occupiers Liability Act 1957.

I will hazard a guess that PE are contracted for managing parking rather than maintaining the Trust's infrastructure.

Drivers dont always look out for people on crossings and its harder when you appear from behind one of the cars on the left.

The hospital have taken action previously by having security staff stood there but it lasts for 3/4 weeks, they tick a box on some paperwork somwhere and then it gets left.

Would the police/council take action.

The cars aren't parked there, they would be just stationary as they queued. Whilst any accident would be the direct fault of the overtaking driver (as the crossing is hardly hard to see), I'm sure the hospital would be partly culpable if their traffic management was not sufficient to prevent the queue forming in the first place.

Let me guess - this is around 2pm?

I know not parked. Are you allowed to even stop on them at all?

The approach to, and exit from, a pedestrian crossing is marked with zigzag lines. It also means that you must not park on them or overtake the leading vehicle when approaching the crossing. Parking here would block the view for pedestrians and the approaching traffic.

It would suggest then that if they are stationary in a queue, the other cars are not allowed to overtake this queue. That would be difficult if the cars are queuing for 15mins

7.30am shift change over, probably at 2pm i'm not there at that time.
