Do average speed cameras have the same tolerance as static?

It’s entirely dependent on the local force’s enforcement strategy. 10%+2 is a thing but by no means is it a guarantee.
They may set it lower, catching anyone who is marginally above the limit to teach lessons (actual, not speedo), or they may set it higher catching only the real unforgivably nasty people. The camera’s will also not be live all day, and as part of the enforcement strategy may only be live for a few hours each day. The reality is that the police can’t process every violation as it is time consuming which is why these strategies exist.
So, the conclusion? You may or may not have been done. 2wks will tell.
