NIP - From Italy

Hi all
I received a letter in the post last week which turned out to be a "notification of the Highway code offence" letter (similar to a NIP) , from a trip I did to Italy back in May this year.
It cites a speeding offence - doing 110 KMH in a 90 kmh zone (68 mph in a 55 mph limit)
Date of the offence was 16 may 2018
Date of the letter notifying me of the offence is 8 August 2018
Date I actually received a letter was 27 September 2018
The letter didn't arrive registered post and nobody signed for it. It was just pushed through the letterbox
Letter is offering me options to pay a fine of €200, notify them of somebody else using the vehicle or appeal the offence
Does anybody have any experience of dealing with NIP from Italy?
Is there not a time limit in which they need to notify you like there is in the UK? I think it's 14 days here as publicised by the recent David Beckham case.
To be honest I rather thought that enough time had elapsed (4 months) since my jaunt through France, Switzerland and Italy in May that I had escaped any punishment for my overzealous use of the accelerator.

We have been receiving a few European tickets each week for our fleet fro about a year or so. There is a cross-European rule in place that allows driver/keeper sharing across borders, which is all well and good, but there doesn't seem to be a similar agreement for enforcement of said penalties.
We've replied to each and every incoming foreign "fine" identifying the driver, but as yet none of the drivers have been subsequently contacted.
I'm not sure what would happen if the vehicle went back to the same country and was picked up by police, but again we have not had any issue s with the many vehicles we have sold.
What I am not sure about though is any vehicles registered to a private individual - all of our are registered to a Ltd company.

I received a speeding fine from Germany recently and rather than from a 'spirited' trip to the Nürburgring in May, in the Polestar, it was from our jaunt in the motorhome in August. I paid it by bank transfer but didn't feel too put out as it was only for 20 euros.

As some have alluded to, there is no system in place for imposing points or a fine cross border, just exchange of driver inofrmation. Another unharmonised EU thing ..
The only issue you could have in the future, is if the car is stopped and reg checked in country and the Police computer had a link to oustanding NIP equivelants (very much doubt they do currerntly in Italy

had the same for another town. Also paid it. - not worth the stress of think your may get a tug at customs and ruin a holiday when I next go to Italy with the family. I know from experience entering Switzerland via plane a few times (where they scan passports) that there's no link to minor traffic voliations (having gathered a few speeding tickets) but if you plan on entering the same country with same offending vehicle then it seems plausible you could get flagged.
