Where are fixed penalty notices recorded and who has access?

Does anyone know where NON ENDORSABLE fixed penalty notices are recorded and who has access to them? Endorsable offences show on your licence but what about non endorsable ones (fines only)?
E.g
- not wearing seatbelts
- no MOT
- turn left/right when turn not allowed by means of a traffic sign.

Yep.

Police and police staff with have access to it if they require it for their job.

Do the DVLA, insurance companies and/or any organisations other than the police have or gain access to such information?

As far as i know and based on having to do a call with DVLA prior to an insurance claim 4 years ago they don't have access to any more information than whats currently on your licence.

Let’s just say someone was asked if they’ve had fixed penalty POINTS when completing the insurance application. However later into the policy they re-read the actual policy wording and realised that the policy wording asks for fixed penalty NOTICES to be declared. Therefore even though the initial application form was filled out truthfully, the non endorsable Fpn within the last 3 years was not declared because the applicant wasn’t asked. So if the dvla knows then the insurance company can find out. I want to know for sure who can find out about these non endorsable fpns.

The amount of time into the policy can mean the insurance company cancelling the policy due to misrepresentation because the policy holder did not read their policy wording properly regardless of what the initial form asked.
