Housing Association Bin Collection issue giving me grief

I have a few small flats which share an access road/car park with a Housing Assocation and their flats.
Years ago, the entire land/property (before the Housing Assoc flats were built) was owned by a single individual who sold off some of the land to the Housing Assoc who built their own flats on it and the shared access/parking was formed at that time.
The Housing Association have bins which are located near to my building and that's fine for the most part as that's where they have been for a long time. However, in the past 18 months, refuse collections for them have been sporadic and recently, have not taken place for around 6 weeks, resulting in piles of rubbish overflowing from two already full container bins. This is causing vermin and is a health hazard for the my private flats - and I am getting complaints.
I have escalated the issue to the Housing Assoc several times and previously they have sorted the issue but lately they keep fobbing me off saying that it's the Council at fault for not collecting the rubbish and they have raised it with them.
What I want to know is, from a legal point of view - is there anything I can do? (I have already called them several times and written to them requesting that the bin location be moved but being a HA, they likely don't want to spend any money).

The thing I found out about housing associations when I sold my flat (HA freeholder) is that they are totally focussed on building new homes as that is where the money comes from. For absolutely every other function they seem to employ people who are too thick to do the same job at a local council. Nothing they promise to do will be done. Nobody has any clue how to do anything and the default position is to do nothing and hope it all goes away.
Try getting them, you and a council person down to the site of the problem and everyone sorting it out face to face
You might be able to persuade them to add an extra bin or two if it's due to the council collecting less often.

I've heard the Council give the excuse that the drive was blocked for their vehicular access - this is rubbish as I have 24/7 CCTV and no attempt has even been made. In short, a combination of incompetence and lazyness as they need to reverse the lorry down the drive.Sebastian Tombs said:

The bins are for their flats so whilst I can raise a 'missed collection' (which I have), the Council won't really talk to me about it and plus, I shouldn't have to chase up their bin collections.Try getting them, you and a council person down to the site of the problem and everyone sorting it out face to face

I bet if it it was the other way round, i.e. my bins, they'd be on to me pronto.
