London councils trying to take over speeding fines

Article says the London Councils' transport group is looking to get the law changed to allow them to issue speeding tickets, because the Met is too busy fighting actual crime to issue '21 in a 20' PCNs.
Which council is going to be the first to install a speed camera in every street light ? Oh, Islington, obviously.

London councils wont be worried about points, or reducing speeding , just earning revenue so they can redistribute it. Without the many fines they dish out most would go bust

Honestly, I can't imagine what goes on in the heads of people who say that 20mph is too slow for London. Have you ever driven here recently? I live and work in the middle, and I seldom get over 20mph - and when I do, I'm soon slowing down to stop in traffic or at lights.
It's like a Daily Mail comments section here at times...

- There has been a substantial increase in the use of 20mph zones within the M25, including away from local residential streets
- The mayor and TfL this year published their Vision Zero plan, which includes a default 20mph limit
- I live in London. I don’t experience the problem with getting over 20mph that you do. The last time I exceeded 20mph, was the last time I operated a motor car, which was yesterday.
- The requirement to stop at traffic lights is unrelated to the speed you travel when not stopped at traffic lights.

To be fair, if councils took over speeding and issued fines I reckon people would be more than happy to pay the fines, especially if there was no chance of points on a license.
Even better for all the people racing supercars round town. No consequences, just pay the fine which is nothing to them anyway.
I'm pretty sure most of us on here would happily pay to speed above the speed limit. I would.

You can imagine it now can't you, average speed camera's everywhere you look and tickets issued like confetti. Edit - London obviously hates car drivers, we should all just stay clear and see how they like that. I don't drive in now unless I really have no other choice and without fail it is a hateful journey spent watching for traffic, bus lanes, cycle lanes, hatched junctions, speed camera's, CCTV camera's ...

London is horrendous in a car.
It is getting so bad on the motorbike now too.
The cycle lanes have reduced the width of the road so it's really hard to filter.
Everyone seems really angry and aggressive.
I'd guess 2 in 5 are using a mobile (based on riding daily, 24 miles return)
Speeding is very definitely not the problem in London - it really isn't.
The one chance you get to open up and make some progress the lights are clearly phased to stop you as often as humanly.
I'm certain they are stepping it up to make it zero personal transport.
They'll just allow lorries, and charge them huge numbers to drive here.
Oh and hugely over priced, over populated and s
te service loser cruisers and peasant wagons.
I've said it before, my bike is 1/5th the cost of the train daily, and door to door takes a 1/3 of the time, even in rush hour traffic.
Taking into account the cost of buying it, insuring it it's still 1/2 the price of the train on a monthly basis.
That's buying it over 3 years - assuming it lasts 10 - it becomes a real 1/5th the price of the train.
I also get to use it the rest of the time too, and apart from one flat tyre it is 100% more reliable the than trains.
