Where do I stand?
Which council is it? I know that some are working on 60-90 day reply times, but the original discounted value is held until a decision is made.


Edit to add - I missed the bit that you had received the charge cert - in which case, I suspect your appeal hasn't been received.

The next step is an Order for Recovery, which will then give you the option for a Statutory Declaration (PE3 form) to state that you submitted an an appeal but it wasn't responded to. This will then reset the process.

Have they acknowledged receipt of the appeal? If not, make sure they've actually got it.

I don't trust Ealing Council and via if I don't pay the charge notices the council will simply go straight for the bailiffs
There's a few steps before they knock on your door.

Now that the Charge Cert has been issued, the next stage is a Order of Recovery (a TE3 form) - a court document that permits the authority to commence enforcement action. Before this is rubber stamped, you get a final opportunity to appeal, the PE3 I mentioned above.

The authority will then usually issue a final summons if no appeal has been received, If the payment still isn't received at this point, then Marstons, Newlyns, or JBW tend to arrive unannounced, and add their £250 fee for attendance.

If you have appealed online, there should be a record of this, so one of the options on the PE2 for appeal is that you never received a reply from Ealing.

You will be able to speak to someone, you just have to be creative with your choices on their automated system. I would highly recommend speaking with them as I lodged an appeal with Tower Hamlets online, they claim to have sent 3 emails relating to a rejection to me and not 1 got through, if I hadn't have phoned them, the first I'd have known was another PCN. I eventually got the ticked rescinded.
